Mugabe is a vindictive, bitter police chief. Installed in his position before New Orleans was wiped out, he blamed everyone but his own men and their incompetence to the loss of life sustained. After the rebuild, Mugabe found himself in charge again and vowed not to let the media, or the criminals, run rampant over him ever again. Though this has meant less crime in the streets, his forces are routinely accused of using too much force in the apprehension of criminals. In addition, there are areas of the city where his police force seem to not travel. When these are pointed out, it is not uncommon for the police to start harrassing the accuser if they made their claims public.
