Van Noort believes much of the rebuilding of New Orleans into New Market has caused irrepairable environmental damage to the swamp. From one of the more liberal areas of New Market, Van Noor carries her crusade about envrionmental dangers to the council and to the media. If confronted with the facts, however, she turns very vindictive, working for ways to discredit the individual challenging her. She normally succeeds with a willing press, only losing out to people like Lightfinger.
